Notifications screen has clearer Opt In / Opt Out instructions

The Notifications screen has been updated under the User Profile to be clear on Valkre Email Notification Opt In / Opt out.

On this screen, the first option listed controls consent for Valkre to send emails to a User.  If this option is unchecked, then no other email notifications can be activated.
